After assessing part of a 75-page PDF spreadsheet of transactions provided by Evolution, Spectrum found crypto wagers had been placed on Evolution games provided by Hub88, as alleged by Black Cube.

Up to 1,124 occurrences of virtual currencies being used were discovered by Spectrum, which added up to 11.5% of the sessions included in the spreadsheet provided by Evolution.

“Spectrum notes that Evolution relies upon its clients to develop and implement these additional AML and KYC procedures. Further, Evolution does not review the operator’s compliance with this requirement of enhanced due diligence,” the report says of Evolution’s compliance processes for preventing the use of virtual currencies.

Operators and companies linked to them are also prohibited from acquiring, licensing, or exploiting rights to sporting events held in the country. The rapporteur also added a rule designed to prevent the immediate movement of professionals between companies in the sector and bodies responsible for authorising, classifying, regulating and overseeing betting. Anyone who has maintained a significant link with an operator or representative entity of the market will be barred, for 24 months, from assuming certain regulatory functions. A quarantine period of the same duration will also apply in the reverse movement, for the transition from the regulatory body to the private sector.

The bill would increase the maximum sanction for contravening Section 87(1) to a P100,000 fine, imprisonment for up to five years, or both.

It would also require the Gambling Authority to give a licensee an opportunity to be heard before suspending, revoking or refusing to renew a licence.
